A growing coalition to improve sustainable financing for NCDs in LMICs

Financing Accelerator Network for NCDs

 

The Financing Accelerator Network for NCDs (FAN) is a transformative initiative that brings together Access Accelerated and the World Bank in a new technical partnership, working in close cooperation with Results for Development (R4D) to build a coalition dedicated to supporting governments and local stakeholders build resilient healthcare financing systems, strengthen their NCD response, and drive on-the-ground impact.

FAN mobilizes expertise from the public, private, and development sectors to support sustainable financing solutions for NCDs, which account for 74% of global deaths but receive less than 2% of development assistance for health.

Launched in 2024, FAN aims to tackle the chronic underfunding of NCD interventions in LMICs. Through extensive consultations, stakeholders emphasized the urgent need for local expertise, capacity building, and coordinated external support – areas that FAN seeks to strengthen.

To partner with governments and other stakeholders in LMICs to strengthen sustainable financing systems for NCDs, driving progress towards Sustainable Development Goal 3 (healthy lives and well-being for people at all ages) and ultimately ensuring equitable access to quality NCD prevention and care for everyone.

Building on proven collaboration

The technical partnership builds on the past Access Accelerated-World Bank collaboration dating back to 2017, which helped LMICs improve access to and catalyze funding for quality NCD prevention and care programs. The new initiative, FAN, aligns with and will support the World Bank’s goal to provide quality health services to 1.5 billion people by 2030 as well as Access Accelerated’s mission to drive scalable, sustainable progress on NCDs as part of UHC.

Locally led action

Empowering Regional Action

The initiative is formed of a network of demand-driven, regionally hosted NCD Financing Accelerators, working with governments and local partners to provide:

  • Regional expertise, data, and on-demand technical support
  • Cross-country learning
  • Catalytic seed funding to advance NCD financing programs

The first accelerator was launched in Sub-Saharan Africa hosted by the African Institute for Development Policy (AFIDEP), with additional accelerators planned in Latin America & the Caribbean and Asia Pacific in the upcoming years.

Our Vision for FAN

FAN is founded on a simple yet powerful belief: that strengthening health financing systems enables countries to respond more effectively to NCDs, improving health outcomes and saving lives. FAN is the result of listening to countries, understanding their challenges, and developing a model designed to bridge critical gaps in NCD financing.

The World Bank and Access Accelerated will continue to provide strategic oversight and technical expertise, with a focus on advocating for the integration of NCDs into universal health coverage strategies through quality, people-centered primary healthcare systems.

Building on our work in Health Financing

To meaningfully address NCDs, we must shift our view of health as a cost to health as an investment, which is why advocating for and catalyzing NCD investment is central to our work. We explore innovative financing avenues and develop new models of working across governments, including collaboration with the Ministries of Finance whose buy-in is essential to mounting an effective NCD response at the country level.
